The community is dealing with government budget cuts and how they will handle the changes.  The Democrats and Republicans come up with a Bi-partisan agreement on what cuts need to be made, and decide that they should discontinue the energy assistance program, which reaps havoc on the community.

The decision also has an effect on the economy and causes the merger of the water, gas, and the electric companies, which come together to form a company called “Utility Bridge”.  TONY and SHAY partners, compete with other teams to disconnect the community’s utilities to keep their jobs.
